As of mid-2024, the UNHCR reported that the number of forcibly displaced individuals had risen to an estimated 122.6 million, reflecting an 11.5% increase from the previous year. Conflict zones now encompass 65% more territory globally than in 2021, with sub-Saharan Africa experiencing the most significant growth.

These patterns are expected to persist into 2025, influenced by escalating conflicts in regions such as the Sahel, as well as major geopolitical shifts, including the U.S. presidential elections and the political transformation in Syria.

Uncertainty in European Migration Trends

If the U.S. tightens its borders significantly, more migrants may attempt to reach Europe instead. Innovative Approaches to Irregular Migration

The EU is set to implement its new Migration Pact in 2025, but concerns remain over its effectiveness in addressing irregular arrivals. With the war in Ukraine entering its fourth year, various scenarios—ranging from a protracted conflict to a ceasefire—will influence migration patterns. Depending on the outcome, displacement figures could fluctuate significantly. European policymakers must prepare for potential large-scale refugee movements should the conflict intensify further.

The Transition from Temporary Protection for Ukrainians

As of late 2024, 4.2 million Ukrainians remained under temporary protection in the EU. With this status set to expire in 2026, discussions on long-term residency solutions, circular migration, and voluntary return programs are expected to gain prominence in 2025. Labour market integration remains a key priority, ensuring Ukrainian migrants contribute effectively to host economies while maintaining connections with their home country.

Labour Migration: A Growing Policy Focus

Despite receiving less public attention, labour migration continues to rise in importance. Work permits for non-EU nationals increased by 8.9% in 2024, with seasonal work authorizations up by 22.6%. Given Europe’s demographic changes and skill shortages, labour migration will remain a crucial component of migration diplomacy in 2025.

To address fragmented recruitment processes, the EU is developing an EU Talent Pool—a digital platform matching jobseekers from third countries with EU employment opportunities. While participation remains optional for member states, the initiative aims to ensure fair recruitment practices, prevent discrimination, and streamline international hiring.
